✓Akton Resourcing are currently working with a local authority to recruit a Deputy Finance Manager to join the Finance team on a 3-month contract
✓The role holder will be responsible for providing support to the SRMA programme and working with deficit schools
✓Main Responsibilities:
✓Strategic Awareness-
✓* Inform a strategic vision of the service that enables the council to meet its future challenges.
✓* Contribute towards the development and implementation of the Councils financial strategy.
✓* Identify financial risks and opportunities as and when they arise, inform finance managers and collectively consider options to mitigate risks or exploit opportunities.
✓* Proactively identify trends and changes in the operating environment that could financially impact service delivery; provide advice and collaborate on potential solutions.
✓Financial Management-
✓* Draw on knowledge of Council services and the related financial complexities, to support the provision of systems and procedures that enable effective budgetary control.
✓* Ensure that variations and emerging financial pressures are drawn to the attention of budget managers and support the development of options and plans for their resolution with the finance manager.
✓* Support finance managers in advising on funding, financial management and accounting requirements.
✓* Promote a culture which empowers budget holders and supports the delivery of value for money services and knowledge of key cost drivers.
✓* Support the councils' commercial arrangements to better ensure strong price competition and transfer risks and performance.
✓* Ensure members of the team, directors and budget holders receive the financial management training required to be effective in their roles, including awareness of Financial Regulations.
✓Financial Reporting-
✓* Prepare and present informative, high quality reports to members and other senior stakeholders that aid in informed service and corporate decision making.
✓* Ensure statutory and other returns are submitted accurately and on timely basis
✓Prior to submission ensure senior management sign off and produce an appropriate supporting paper setting out the approach to development of the return.
✓* Monitor and control the monthly financial reporting process ensuring forecasts are accurately included on the system or promptly escalating relevant issues backed up with appropriate analysis.
✓Financial Planning and Budgeting-
✓* Support the development of a longer term council wide financial position and appropriate financial strategies with the Finance Manager.
✓* Provide support for the medium-term financial planning process.
✓* Develop appropriate financial models and analytics to determine financial impact of future service demands, changes in legislation and other factors affecting resource requirements.
✓* Support the attainment of alternative sources of funding that contribute towards identified funding gaps.
✓Qualifications:
✓* Qualified in CCAB or actively studying towards obtaining either CCAB [preferably CIPFA], CIMA, CFA or ACT and expected to qualify within the next 6-months.
✓* Evidence of continuing professional development.
✓Experience:
✓* Experience in persuading stakeholders to work together, encouraging an organisational focus on the needs of the community.
✓* Experience of working effectively in an area with competing demands and tight timescales.
✓* Experience of providing data for reports in a clear, understandable and appropriate format for use
✓* Able to manipulate complex data to demonstrate trends and correlations.
✓* Can extract and manipulate complex financial information to demonstrate trends/correlations.
✓Skills/Knowledge:
✓* Knowledge of major issues facing local government, understanding of the national policy context, requirements and future direction for relevant service areas.
✓* Ability to think critically, apply innovative and creative thinking to address complex service challenges.
✓* Strong interpersonal and communication skills.
