Akton Resourcing are currently working with a local authority to recruit a Commercial Contracts Manager to join a Highways and Transportation team on a 5-month contract
The role holder will be responsible for overseeing all aspects of Highways and Transportation contract negotiations, obligations and implementation
Duties will include negotiating contracts, advising management and supervising the implementation of contracts for optimal efficiency and commercial value, as well as managing and maintaining Highways and Transportation partnerships and contractual arrangements to ensure effective, quality and value for money, in accordance with agreed contract conditions, performance indicators and framework
Main Responsibilities:
* To monitor and manage partnerships and contracts including those associated with the Highway and Transportation Commercial contract, ensuring that contracts are delivered to a high standard, within agreed budgets and timescales.
* Managing and monitoring the performance of the contracts, in particular monitoring performance against agreed KPI's and challenging when these are not being achieved and agreeing actions for performance improvement with the contractors.
* Building relationships with contractors through regular meetings and challenging outputs to ensure Best Value and commercial acumen.
* Acting as the client contact for highways related claims, liaising regularly with the Councils Pre-Proceedings Unit to monitor and wherever possible support, in the defence of highways related third party claims made against the Highways Authority
* Checking quality of procedures adopted by partners and contractors, with a particular focus on health and safety, effectively checking and reviewing contractors working practices including Method Statements and Risk Assessments.
* Undertake benchmarking and implement best practice to improve service
Delivery.
* Contribute to Highway and Transportation Asset Management Plans.
* To ensure that customer expectations are reflected in contractual agreements and/or future negotiations.
* Drafting and revising contracts where necessary
* Ensuring that all contracts are accurate and relevant documentation is correct and updated when necessary.
* Identifying ways to increase efficiency.
* Corresponding with internal and external stakeholders.
* Compiling and delivering presentations to clients and suppliers.
* Collecting and collating data for forecasting and planning purposes.
* Support the Head of Highways Improvement in the delivery of related policies and procedures and with the production of management reports.
Qualifications, Knowledge and Experience:
* Good working knowledge of contract terms and conditions [Essential].
* Experience of leading, managing and negotiating commercial contracts [Essential].
* Educated to Degree level or equivalent [Essential].
* Knowledge of contract software packages, enquiry packages and corporate accounting systems [Essential].
* Sound Knowledge of highway related functions, in particular routine maintenance [Essential].
* Knowledge of working with and managing partners, contracts, contractors and supply chain [Experience].
* Experience of monitoring and managing performance [Essential].
* An understanding of Asset Management principles and the Highway Maintenance Efficiency Programme [Essential].
* Experience in the management, motivation and developing relationships with contractors [Essential].
* Experience of producing and presenting reports/issues in writing and verbally [Essential].
* Experience of providing technical advice and guidance to internal and external colleagues [Essential].
* Experience of managing and controlling budgets and ensuring best value [Essential].
* Experience of producing workable practical cost-effective solutions to complex problems [Essential].
* Experience of investigating complaints and grievances [Essential].
Skills and Abilities:
* Demonstrable Leadership skills [Essential].
* Good communication skills, both verbal and written, when dealing with the public, politicians, colleagues and media [Essential].
* Knowledge of the conditions of contract relating to outdoor advertising and other commercial contracts within the Highways and Transportation portfolio [Essential].
* Resource management and procurement strategies applicable to service and contracting organisations [Essential].
* Comprehensive and up to date knowledge of relevant legislation, regulations and procedures in the workplace [Essential].
* Conditions of contract specification and codes od practice [Essential].
* Ability to measure and value works including authorising of work records and costing documents [Essential].
* Ability to liaise and coordinate service delivery [Essential].
