Akton Resourcing are currently working with a local authority to recruit a Principal Policy Officer to join the team on a 3-month contract
Main Responsibilities:
* Lead the development of local, spatial planning and development policies [namely site allocations] and guidance, the formal processes for their adoption and their implementation
* Lead new opportunities for the council to be innovative, deliver value for money and adopt best practice.
* Lead project delivery, including the coordination of information sharing, monitoring and reporting progress, reviewing key issues, risk and performance
* Lead research to build expertise and an evidence base for recommendations to colleagues, senior officers and councillors on planning policies and decisions.
* Lead partnerships and networks with colleagues as well as public and private sector stakeholders across Westminster, London and nationally to deliver council objectives.
Experience:
* Experience of, or an aptitude for preparing and implementing spatial planning and development policy and strategy across relevant subject areas within a political environment, including participation in local plan examinations.
* Experience of influencing, giving professional advice to, and building effective working relationships with senior managers and/or members, communities, partner organisations, private sector providers, public agencies and statutory authorities.
* Experience, evidenced by a record of success, of working in a large multi-disciplinary organisation with comparable scope, complexity and resources.
* Experience of maintaining partnerships and productive working relationships within a complex policy and service environment with senior managers and councillors, and a wide range of other bodies e.g
partner organisations etc.
* Experience of commenting on and implementing as necessary, new legislation, policy and consultation documents from national government and other relevant agencies and authorities on spatial planning and development issues and considering their implications for the council
* Experience of developing innovative research and evidence based strategies and plans and delivering clear policy recommendations
Skills:
* Sound knowledge of the issues facing local government and those relevant to town planning, together with the legal, financial and political context of public sector management and the statutory responsibilities of this post.
* Ability to develop policies and strategies which ensure that the council is in line with legal and local government requirements.
* Ability to be a reliable and effective point of reference on complex spatial planning and development issues across subject areas.
* Ability to provide a spatial dimension to the wider policy development work of the department.
* Ability to navigate political sensitivities working in a democratic environment.
* Ability to deploy interpersonal skills to inspire, motivate, coach and develop team members to high levels of performance.
* Ability to translate strategic objectives into operational plans, able to respond flexibly and quickly to new priorities
* Relationship and stakeholder management skills and skilled in written and verbal communication to influence and engage others effectively.
Qualifications:
* Educated to degree standard in a relevant discipline [geography, town/urban/spatial planning or similar], or a suitable professional qualification directly related to the post [Essential].
* Membership [or eligibility for membership] for the Royal Town Planning Institute or other relevant professional institution [Desirable].
* Evidence of continued professional, managerial and personal development [Desirable].
