Akton Resourcing are currently working with a local authority to recruit a Procurement Officer for a minimum of a 2-month contract
The main purpose of the role is to support or deliver work within the remit of the Commissioning and Procurement, General Services Team in providing high quality procurement, e-procurement and category management, so that the Council spends its money wisely achieving value for money and legislative compliance
Duties will include individually handling lower value, or lower complexity procurement projects, the preparation of information and reports, data analysis, and providing a focal point for support and guidance to ensure consistent use of the Council's electronic tendering platform.
Main Responsibilities:
* To support best practice procurement and category management to assist the Council in achieving value for money.
* To support the provision of fit for purpose electronic tendering systems including e-catalogues and e-auctions, and information to support high quality procurement, supplier management and category management.
* To ensure effective, efficient and compliant business processes are adopted and followed by Council service areas involved in the procurement of goods, works or services.
* To provide timely and accurate advice to Council service areas to ensure [a] compliant procurement processes are followed by maintaining awareness of EU Directives, UK law, national statutory guidance, good practice and policies, the Council's Standing Orders and Commissioning and Procurement policies and procedures.
* The delivery of programmes and projects as part of a multi-disciplinary team, using project management skills and techniques to provide business case driven procurement and contract documentation.
* To support efficient and effective collaborative procurement between the Council and its District and Regional partners.
* Promote awareness and as appropriate make use of call off arrangements through frameworks provided by public sector buying organisations including Crown Commercial Services and the Yorkshire Purchasing Organisation.
* Collect and analyse relevant user, service, supplier and market spend data to support decision making in relation to procurement and category management
Implement procurement projects identified through portfolio analysis and sourcing strategies.
* Provide concise and timely communications with Council service areas and suppliers to support efficient and effective procurement and use of e-procurement systems.
* To proactively participate in the transfer of best practice and learning.
* Undertake training and continuous personal development identified as relevant to the post.
* Ensure confidentiality and the protection of commercially sensitive or personal sensitive information in line with Council policies and procedures.
Knowledge and Experience:
* 1 year of experience in a commissioning, procurement and/or category management role in a situation of significant range, scale or complexity
Experience may have been gained in one or more delivery environments, but the applicant will be required to evidence their ability to transfer skills.
* Has collected and analysed relevant user, service, supplier and market spend data to support decision making in relation to procurement and category management.
* Has delivered programmes and projects as part of a multi-disciplinary team, successfully used project management skills and techniques to provide business case driven procurement and contract documentation.
* Successfully carry out analysis of and report appropriate information and data from a range of sources, to identify issues, and propose solutions compliant with an organisation's financial procedures.
* Demonstrate the ability to apply competitive procurement processes through utilisation of the appropriate process, assessment of need, identification of benefits, development of a specification, tender evaluation and contract award to ensure value for money is obtained.
* Uses a wide range of basic computer applications including MS Word, Excel and PowerPoint, plus the ability to demonstrate transferable skills to use web based electronic tendering platforms, such as the Due North e-procurement system.
* Is aware of and successfully applies the working practices, procedures and basic operations necessary to ensure compliant public sector procurement.
