Akton Resourcing are currently working with a local authority to recruit a Strategic Sourcing Specialist to join the Commercial Services team on a 6-month contract
This role will provide procurement and commercial support to Commissioning colleagues within Childrens and Adult Care services
The role holder will be responsible for; The management of their own portfolio of Strategic and Critical People services contracts within a category of spend, leading the procurements for the Council's highest value, complex and high-risk commissions, leading on the development and delivery of Category Plans and Sourcing Strategies for the category area, leading the delivery of responsible procurement across categories and projects and identifying and delivering added value within your portfolio
Responsibilities:
* Reporting to the Strategic Sourcing Manager supporting the named directorates/portfolios.
* Lead on specific named commercial projects as part of a bigger portfolio for that directorate/portfolio but may be responsible for commercial activity for other areas depending on service wide priorities.
* Contribute to driving up the overall commercial performance of the directorate/portfolio through the successful delivery of specific named commercial projects.
* Contribute to the delivery of the commercial strategy for the Council.
* Work to identify ways in which the objectives of the relevant directorate/portfolio.
* Manage the alignment of the forward plan of commercial activity for the directorate/portfolio for specific commercial projects.
* Prepare and attend key commercial governance such as ICB/CDT and present complex commercial content to executive and member representatives of the Council for specific commercial projects.
* Regularly meet with third party suppliers, positively representing the Council to further the commercial dimensions of the business strategy as it relates to specific named commercial projects.
* Contribute to the delivery of improvement plans by addressing areas of underperformance for the directorate/portfolio.
* Drive up the commercial value proposition through the identification of cashable and for non-cashable savings to inform the Medium Term Financial Plan for specific commercial projects.
* Work with commissioners to support market facilitation and shaping for commercial projects.
* Contribute positively to the adoption of a Category Management approach across the directorate/portfolio supporting the Council.
* Conduct in-depth market analysis to fully leverage commercial decisions across the whole organisation for commercial projects.
* Develop and deliver Category Plans which will set out a clear understanding of spend, market and stakeholder requirements and objectives to optimise the organisations commercial performance.
* Oversee the development of Green Book Business Case for all strategic and critical projects for the commercial dimension for commercial projects.
* Develop and deliver high quality strategic sourcing strategies that generate the 'make, do, buy' approach for commercial projects.
* Oversee the development and delivery of complex regulatory compliant procurements which are above threshold and will be strategic and critical in nature.
* Contribute to the reduction of the Council's tail spend through the creation of compliant purchasing routes.
* All commercial decision-making and content be evidence based informed by best practice, data and intelligence.
* Maintain expert and up to date knowledge and best practice against relevant legislation, regulation, government and Council policies and all procurement reform.
* Contribute to wider activities of the Strategic Sourcing activity including budget setting and management, development of service and team planning.
* Ensure effective hand over of procurement projects to contract managers and where required, provide support on the management of the Council's strategic and critical contracts in accordance with the expectations set out in the Council's contract management operating model and supporting toolkit.
Knowledge, Skills and Experience:
* Experience of the development and delivery of complex procurements which are above regulatory thresholds and will be strategic and critical in nature.
* Experience of social care, education and accommodation based procurement, but other industries will happily be considered.
* Strong relationship management skills.
* The ability to contribute to driving up the overall commercial performance of the portfolio through the successful delivery of commercial projects.
* Experience in the development of Green Book Business cases.
* Commercial acumen and experience of delivering value for money and cost reduction through procurements.
